Supporting an Enterprise-Scale Regulatory Programme

The challenge:Compliance Crunch

To comply with the Reserve Bank of New Zealand (RBNZ)’s regulations under the Credit Contracts and Consumer Finance Act (CCCFA), our client was required to undertake an enterprise-wide conduct and culture review and implement the necessary changes. This was a mission-critical initiative, as regulatory enforcement carried significant implications for their day-to-day operations across both New Zealand and Australian markets.

To deliver this complex regulatory programme, our client needed access to experienced functional specialists based in Wellington, with deep domain expertise and a proven track record in enterprise-scale regulatory transformations and organisational change management. Operating under tight timelines and budget constraints, they sought a high-quality, flexible, and cost-effective resourcing partner capable of bridging capability gaps and meeting evolving programme requirements.

Our proposal:Expert Enablement

TEKsystems partnered closely with key stakeholders to understand the multi-phase strategic roadmap, implementation timelines, and resourcing requirements for the CCCFA programme. Leveraging our strong delivery capabilities in Wellington, we focused on bringing in seasoned consultants with replicable experience and a clear understanding of the programme’s priorities – including strategies to address existing bottlenecks and ensure on-time, compliant implementation.

Our delivery team adopted a targeted, referral-based sourcing strategy to attract high-performing professionals across Project Management, Change Management, and Business Analysis. Through rigorous up-front screening, we ensured all shortlisted consultants demonstrated strong regulatory knowledge, effective communication and stakeholder engagement skills, and cultural alignment with our client. This approach significantly reduced time-to-productivity and enabled seamless integration of our deployed consultants into the programme.

Real-world Results

TEKsystems deployed two Project Managers, two Change Managers, and three Business Analysts on-site at our client’s Wellington premises. Leveraging their strong problem-solving skills, industry best practices, and leadership in governance, our consultants hit the ground running and injected fresh momentum into the initiative.

Throughout their tenure, our consultants made a significant impact – not only in supporting the delivery of the CCCFA programme but also in strengthening our client’s broader operational ecosystem and driving risk maturity and structural uplifts. In addition to successfully completing the bank-wide conduct and culture review, they implemented new guidelines, frameworks, and benchmarks to ensure full compliance with CCCFA regulations across customer policies and operational activities.

Following the success of this engagement, TEKsystems was entrusted to support our client’s payroll remediation initiative, deploying a high-calibre project team of payroll domain experts. Over our 4+ years of engagement, TEKsystems’ ability to deliver on niche requirements, maximise personnel performance and retention, and maintain strong engagement governance has positioned TEKsystems as the bank’s strategic partner of choice.
