Our client is a government agency responsible for managing geographical data, public land usage, and offshore investment.
The challenge:System Modernisation in No Man’s Land
As part of their digital transformation roadmap, our client needed to revamp their legacy web portal that stored various surveyance, land and investment records. The existing portal had been in place for a number of years and had become clunky, difficult to use, and vulnerable to breakdowns.
On top of modernising the existing portal, our client wanted to migrate it onto AWS cloud and embed the latest technologies to improve its overall performance, responsiveness, and scalability. This was one of their largest and most complex initiatives to date. Lacking sufficient bandwidth internally, they needed to quickly bring in skilled technical and functional SMEs who could drive this multi-year modernisation programme. Enter TEKsystems, with the right expertise to bring our client’s vision full circle.
Our proposal:Agile SMEs On the Ground
TEKsystems partnered with key stakeholders to understand the entire multi-phase modernisation roadmap. Our client’s IT delivery team was to be segmented into 15+ Agile squads – each needed to feature a Scrum Master, a Product Owner, a Solution Architect, Business Analysts, Full-Stack Engineers, and Testers. However, several squads had resourcing gaps that needed to be plugged quickly to avoid delays and minimise disruptions to project delivery.
Leveraging our existing networks of pre-qualified talent, TEKsystems’ specialised delivery team quickly identified high-quality resources across 6+ SDLC skillsets, ensuring that they were the right fit for the needs of the individual squads. Our ability to re-deploy proven current and former contractors was instrumental in minimising the time-to-fill requirements and time-to-productivity, post onboarding.
Real-world Results
TEKsystems deployed 13+ resources to support the legacy system modernisation and migration onto AWS cloud. This included one Solution Architect, one Scrum Master, one Technical Lead, one Lead Business Analyst, five Business Analysts, and four Full-Stack Engineers.
Post onboarding, our contractors hit the ground running and have made significant contributions to drive project delivery at scale and speed. Working closely with our client’s security team, our Solution Architect introduced an AI tool to facilitate smooth data collection, selection, and access to the portal. With their strong technical expertise in JavaScript, Java, Spring Boot, Microservices, Kubernetes, and AWS tools, our Full-Stack Engineers have created several feature enhancements, reduced technical debt, and instilled best practices in architecture design and software development.
Our functional SMEs have been instrumental in implementing the Scaled Agile Framework (SAFe) methodology across the board. By delivering user trainings, stakeholder workshops, and effective SAFe ceremonies, they instilled a mindset of iteration, feedback loops, user-centricity, and continuous improvement among several project squads.
Throughout our 2+ years of ongoing engagement, all resources have received stellar performance feedback, and their contracts have been extended multiple times. As a result of their sustained efforts, the first phase of the modernisation is on-track to be completed by Q1 2025.
