The challenge:Change Constraints
Our client set out to create a robust, unified digital platform to accelerate Hong Kong’s digital economy and broader smart city initiatives. The vision was to give users seamless access to e‑government services and enable secure, efficient online transactions across multiple domains.
Bringing this ambition to fruition was a substantial and complex undertaking. It required balancing diverse requirements from numerous government departments and private‑sector partners, each with distinct operational processes and expectations. New workflows needed to be mandatorily adopted, often in the face of change resistance across stakeholder groups. Addressing security concerns around digital identity verification was essential, as the platform had to scale effectively for B2B e‑service providers such as banks and insurers while meeting stringent compliance and regulatory standards.
Our proposal:Stakeholder Synchronisation
TEKsystems partnered with our client to scope their requirements and provide dedicated Business Analysis (BA) capability, ensuring the platform design aligned with user needs, regulatory requirements and the wider strategic direction of the programme. We focused on creating a clear, validated understanding of functional and non‑functional requirements to enable a secure, scalable and user‑centric solution.
Working in conjunction with our client’s programme leadership and cross-functional teams, TEKsystems’ BA consultants focused on:
- Conducting comprehensive requirements gathering and analysis across public and private sectors to capture diverse operational needs.
- Mapping workflows and identifying gaps to support digital identity verification, API integration and end‑to‑end service enablement.
- Facilitating stakeholder workshops to confirm priorities, align expectations and secure organisation‑wide buy‑in.
- Supporting PMO activities such as promotional campaigns, content development and website rollouts throughout the project lifecycle.

As a result of the contributions from TEKsystems and our client’s internal teams, the e‑government services platform is progressing through the design and deployment phases and remains on schedule for its full launch. Implementation momentum remains strong, supported by significant advances in stakeholder alignment, technical integration, security enhancement, and user‑centric development.
